What is the best way to learn Spanish without living in a Spanish speaking country?

I am learning Spanish by listening to tapes in my car, using programs on the computer, but none of them give me the "real world" conversation or interaction practice that I am looking for.

I already know that the best way is to live in a Spanish speaking country to learn it, but was hoping for other solutions as I can not do this.

Does anyone know a good way acquire practice through interaction, whether it be with live people or some kind of software?

You will learn not only speaking but writing and grammar. It is a useful resource. Also you can always volunteer/work at places with a heavy spanish speaking population. This will give you a free but similar experience to being in a spanish speaking country
